If you don’t respond, they launch flares in your face, which is impossible to miss. If you don’t respond (or try to somehow evade, etc) you get shot down by the guy in back.

It's dimensions are set by NOTAMS, notices to airmen. Pilots are required to check these before they go fly.
Violating a TFR can get your pilots license suspended, can get you arrested, or in extreme cases, shot down.
