They'd have to monitor every protest/demonstration stream to catch when the violence starts.
And with Dems claiming that throwing rocks and fireworks at police as "mostly peaceful" what standards will they use to define "violence and threats"?
I think this is really just to shut down the new streamers that do riot streams exclusively. They were getting too popular and making too much money.
