Just end the h1b visa all together.

If a company really, really, REALLY wants a foreigner, then they can go through the expense and hassle of setting up a company in that person's home country and hiring that person In their home country, and abiding by that county's set of rules, laws, and regulations.

Agreed. Why not move their whole operation to India? It’s irritating when these companies choose foreigners over Americans when the customers are Americans. This H-1B scam must end.
