There's been lots of ATM machines blown up using protests and riots as cover, local news is speculating this van belonged to the group blowing up ATM machines.
And long before any of that, the black youths of Philly were 'wilding', which on the off chance you never heard of that, involved them using social media to arrange times and places to show up in massive numbers and overwhelm stores to loot and destroy, knowing Mayor Kenny wouldn't dare alienate a reliable voting bloc to shut their criminal bullshit down.
