That's a good question - another would be what is being paid for. The concept of Hunter giving legal advise is laughable, and surely would also be to somebody as presumably intelligent as Patrick Ho, a supposed "spy chief". He knew Hunter was a crackhead, so obviously this is a means to a different end.
