Uh, its a movie quote and trope from a Stallone movie called Demolition Man.

Guy is in cryo-stasis for 50ish years and when awoken he tries to catch up on life in the future. He went to the bathroom and came out because they are out of toilet paper and there are 3 sea shells where it should be. He's then laughed at because he doesn't know how to use the 3 seashells. It's never explained what they do. People just enjoy being "in" on a joke, even if they don't get it themselves.
