You lose your leverage in blackmail two ways:

  1. The person you are trying to leverage has nothing left of value to you
  2. You actually release the info you're using to leverage them

In blackmail the game is to keep your victim legitimately afraid of you leaking the info AND to make sure they remain valuable. If the target gives up and tells you to release the info, it means whatever you had wasn't damaging enough and you never had leverage to begin with.
