You just run 'em over, that's what you do." It has since come to refer to any fed, especially on places such as 4chan /x/ and /pol/ to refer to a poster that is believed to be a fed.
Since the Patriot Act, there's been "legal" active efforts by "Federal Agents", notably the FBI, to have $100,000+-a-year agents hang out places "looking for Jihadis".
Under Obama, swaths of the "Official Terminology" book of the FBI was totally fucked. This precise site is most-probably listed under "White Supremacist". Which means they hang out here . And actual Jihadi sites - the definitions were revamped over there too. This is why ANTIFA et al weren't simply rounded up on day one.
The second aspect of a "glowie" is enticing hotheads to mouth off that little bit "over the line" and calling it a mighty victory for Truth and Justice when a keyboard screamer is rounded up for "plotting the overthrow" or some-such nonsense.
As a "just for example", the Gretchen Whitmer "Kidnapping" plot has an FBI Informant smack in the middle of it, and the leaks are rampantly on the "That's the asshole egging us on" side of things.
A third aspect, turned up on 4chan is the training of AI bots to try to do the same sort of thing. Lots of deeper rabbit holes to go down there.
Oh, and a fourth is that they're often specifically hired "to fight racism" . So they're explicitly trolling/egging on the "right on, right on" sort of comments on actively racist posts/comments.
So. Different people take different things as "Glowie" behavior. Unreasonable "sticking up for the man" ticks some off. But the opposite "Let's get ready!" is also glowie behavior. Shrugs.
