Going with an existing network that isn't a shitburger means he can focus on the stories, not administrative crap. There's a lot of shit that goes into running a network. If you don't go with someone who's done the legwork (so to speak) you have to do it your own, or find others to do it, not knowing whether or not they will a) get shit done, and b) not be a backstabby swamper.
(Think the first few years of the Trump administration and its "musical chairs" staffing. He didn't have a lot of experienced people, so a lot of the time he had to recruit from the swamp, not knowing how much they would undermine him.)
