Reagan was elected in 1980 and served from 1981 to 1989 as President. In 1977, he was not on anyone's radar as a possible presidential candidate.

Jimmy Carter was elected mostly because the Republicans had no candidate to run - Nixon had been impeached, Agnew resigned in disgrace, and Ford swept up behind them with Nixon's pardon, having never been elected himself.

Elections are not that simple, especially in this case where Carter used this down-home "just a peanut farmer" persona. He had bad polling, lots of issues ("lusting in his heart" and racist church etc.) but elbowed out Ted Kennedy, but only barely. He went on to become the 1st incumbent not to win re-election since Herbert Hoover. So it's not just that a Dem ran, but that it was Jimmy Carter.
