The citizenship test is administered in whatever language the people who take it speak, so those who take it never feel the need to assimilate. Literally anyone can be a refugee of anything and bleeding heart liberals have devolved into leftists because of it. If you're poor, you are now an economic refugee and you must have priority over citizens who have had bad luck and just need a small boost.
