That's too easy to game, however. Someone ultraliberal 501(c) would use government funding to buy land and then only sell it to black trans "persons" to give them the right to vote, or something equally obnoxious like that.
Taxpayers and active/retired military only would be nice, and perhaps individuals exclusively on SSA payments.
Or attach a temporary waiver of voting rights to any government backed college loan. One that requires that the recipient both recite it and sign off on it.
