The reasons why the elite break the rules is because they are depraved and can hide their messes away, and have someone clean up for them. They enjoy living in their own chaos. Many are narcissists.
Hell sometimes they break those rules to get power in the first place, because a desperate monster that will do anything is a useful tool.
