I’ve heard instances on like a county or precinct level. This may be on a state level, one of the most populist. That plus all the already documented systemic voter fraud is going to be hard to ignore.
Republicans have always had their hands tie4d by the courts on this - they can't call out the Democrats for fraud, but the Democrats could call out the Repubs for it.
That way, the Republican party can always be the one with a track record of fraud, while the Democrats remain clean.

I tend to think the Trump team studied it as it happen in 2018, so there could be a fix in place for 2020. That's how Trump and his team have worked in the past (the 2012 election vis-a-vis the 2016 election).
