This could be good or bad, right? It might mean all these places are in-play and rallies drive voter turnout. Or it might mean all these places are at risk and Trump is trying to drum up the support he's missing

I'm not sure what you mean. Wouldn't "in-play" and "at risk" mean the same thing? These are states that Trump needs to win that could go either way, so it makes sense to have rallies there.

True. But 14 rallies is quite a lot. I don't know how many is normal for a presidential campaign. The number might indicate desperation or it might indicate enthusiasm and that rallies work. Or, Trump might just like doing rallies. No idea.
