I like to think hate speech is more about when than what. Hate speech 60 years ago was that black people were equal to whites. Dems would've suppressed that then if they could have, and they certainly tried. If it were up to the democrat party the entire "I have a dream" speech would've been labeled hate speech at the time.
We never know what could be considered hate speech now, that might be the most important thing ever to be said 100 years from now. All speech must be heard

Which really starts to be more analog to "needless airplane crashes that cause mass deaths" but occur infrequently. Difference (aside from broad strokes I'm using here) is "why aren't psychiatrists held culpable" when the overwhelming majority of mass shooters were previously or currently on psychotropic medication? The same way Boeing, airbus, or pilots may be held responsible?
Look a short day or so ago to beheadings and stabbings. Total numbers may be lower, but we're at, what, 2 incidents in a week?
