Fair game to adjust message and calibrate policy, but it is way late in the game for that. And that he has to say this shows that his previous messaging of mask mandates and lockdowns must not be polling well internally.

True, but Biden has also very recently been calling for mask mandates. This isn’t a policy evolution.
