Some NY pede confirmed that having candidates on the ballot twice is normal in NY.

Yep. (Upstate) NY pede here as well, can confirm. We regularly have them set up like that. If memory serves, they just total for each name, which makes as much sense as anything else in NY. You can have one person set up on two different lines.

You should contact Fox News and your local RNC and Board of Elections.
