Those are rookie numbers of China virus cases, yet they're freaking out. I live in Miami where we have had an average of 400 cases per day and deaths on average of 15-20 daily. Nobody gives a damn down here. Things are open, people go along with "mask theater" but everyone is out, except maybe the chronically fearful. Utah is being dramatic and it's not coincidence that this "spike" in cases is happening now, a few days before the election.
