I would argue that the closest we ever got was Reagan in the 1980s, and even then, Reagan had a longer history of failed policies or more broken promises than Trump, as well as a FAR worse VP in H.W. Bush than Trump has in Mike "The Electric Fence" Pence. Where Bush always tried to push everything to favor himself and his own goals, Pence is being the perfect VP by supplementing Trump and doing everything he can to help get the President's job done as best as it can be done.
