I think they're basing it on the 2018 midterms after they invested so much into Robert Francis aka Beto aka Beta male. Apparently since he was so close to winning they assume the state is on the verge of turning purple, or blue. I can't say much about that since I live in Austin & this place is a lost cause, but I think the big thing was back then it wasn't a presidential election.
