Where do I even begin to get involved locally? Or in my city?

Start with you local. Go to a meeting as they usually have one once a month. Then from there, you'll start finding others who will most align with your views. I was very fortunate that I just jumped in, in 2016. Went to the first Trump rally and met my co-chair and we just clicked. BTW, not that it matters but she's black and I'm white but we clicked like sisters. We're still good friends today and her and her hubby and I and my spouse go to dinner, call each other a lot, and in general feels like we've known each other for a life time. Had it not been for the campaign, I'm not sure if I would have met her or her me because we lived in different towns. We laugh and say that we're sisters from another mother. lol but yea, go to your local first and from there you'll get to know people.

Like local metro council? Or my cities GOP club?

Sorry I get it on a broad scale but am just unfamiliar with a starting point.

Each county has or should have a Republican headquarters. That is the place I would start. They usually hold monthly meetings. Even during non election times. I would start there. I would even check now while there are people in those offices during this election. Get a phone number, next events that are coming up. Some may seem boring, dealing with only local issues but it gives you access to other people who think like you that you can connect to. Perhaps your area calls it the GOP club, which then I would start there.
