Yes, everyone in CA was mailed a ballot. I dont trust the mail so I filled my ballot out and dropped it off at the polls
But everyone in CA can also vote in person.
The way they worded the info is intentionally misleading, I had to inform every person I know because they all thought it was only mail-in ballot.
Why unfilled out? So they had an extra ballot if they didn't like your choices?
