I still hold that the FBI is a bigger fish then the ATF.
In my mind FBI > CIA > NSA > ATF > Everyone else.
The only reason why I hold FBI > CIA is because FBI has more domestic power then the CIA who are meant to be foreign intelligence. Therefore they have less blackmail power then the FBI.
