I work healthcare in a path lab - I am one of the "front line workers" George is talking about - the system I work for is ABSOLUTELY inflating numbers and doing multiple tests on the same people needlessly. (I honestly feel like it's because they know they'll get reimbursed through the state or insurance and are just trying to cash in.)
