For example they would advise on which accessories to add to the gun prior to handing it in to ensure maximum payout. Some police officers were also recording Chinese manufactured guns as having been manufactured elsewhere to earn a higher payout.
Fair to say that not all police officers as individuals were on board with these stupid laws. The police ended up spending a huge amount of money buying back guns that aren't even particularly powerful. Mainly semi auto low calibre rifles for example. Full auto was already illegal.

-NZ has a very, very small amount of gun crime. The gun crime that does happen is usually limited to gang activity and it stays between them. It wouldn't even occur to Joe Bloggs in the public that there is a possibility of being a victim of gun crime. That is just so unusual here.
-A mass shooting in NZ was shocking to the NZ public in a way that it wouldn't be for Americans who I would say are much more desensitised to this than us.
-NZ does not have a gun culture. It's unusual to see a police officer carrying a gun here. In fact I don't think I ever saw a police officer carrying a gun here in my entire life until last year. Even now it's not routine. If a cop wants to use a gun he actually has to radio in to his sergeant and get permission to do so.
NZers aren't loud people who like to stand up and protest. A lot of gun owners did their silent protest by not handing in guns that were made illegal. If you pipe up and say anything about the new laws as a gun owner then you are liable to be targeted by the police for political reasons. Exhibit A here.

Not to imply that this isn't seriously bad over-reach. But my understanding is that you have to be IDed as a 'positive' case in the first place, at which point you get shipped to the camp where you can't leave for up to 28 days after symptoms subside unless you submit to another test.
