It's such an obvious pattern:
A caravan of cars from other cities bringing looters/rioters.
A caravan of cars goes from one high-value target to another. They will target drugstores (The drugs stolen have a street value of $10M+!), ATMs, and high-end retailers.
There will also be a large group of nonviolent protesters, who happen to not complain when the person next to them is violent. This provides meat shields and cover for the violent people.
Raids on police stations and government buildings, occupying police so they can't deal with looters.
Police ordered to stand down, or they realize they're hopelessly outnumbered and not allowed to use lethal force.
