Either a judge would block him (think Hawaiian judge vs. Trump) or people would sue and the cases would go all the way to the Supreme Court (hopefully), which would decide (hopefully) that the laws/policies in question are unconstitutional.
If a judge issues a national injunction against something the Democrats want, that is when such judicial decrees will have overstepped their bounds and become a problem. ...kind of how politicization of the judiciary is a problem when the conservatives outnumber liberals on the Supreme Court. The rules are fine when the left can take advantage of them, but the rules are unfair when that is not the case. ;)
