This audio was a mess. I cut the low end up to 400hz to get the background noise out. Same with everything above 11k. I boosted the range Biden's voice is in. It's still really hard to make out. Not incontrovertible proof or anything.
I'll give it a go when I'm at my full set of gear in the morning. I may be able to isolate further. I wish I had an uncompressed copy of that video section to begin with.

Already went at it with the fabfilter q3. Isolated all freq with his voice in it. Still didn't get clear enough to nail it down as proof.
I even used a spectral analyzer and attempted to remove everything not colored. The issue is the camera snaps. They cover from 400hz to 4k. Washes the voice every time. Compression obviously makes it worse.
Labor intensive, but it may work. I am afraid I will lose intelligibility even being surgical in this way due to where the voice clarity is(1.8k to 3k). I'll give it a shot though.
try using audacity, it has a sample and remove function, and also you can ship out some of the ‘hubbub’ noise. Applying normalisation and dynamic range compression may also help a bit, also cutting very low bass.
