Ironically, it’s only the hearing impaired people who probably still think he’s coherent. Because I just assume there is no sign for “blank stare“ or drool, incoherent babble, or a classic “screaming tacnabakkeoforiam”

I assume the sign language guy has an advance copy of the speech, especially with Joe not being able to go off-teleprompter at the point. The dead are probably getting the speech as written

Probably just bs'es some of it. Sign language between two people is reliant on facial expressions, so if the person is just looking at another guy signing whom is translating, a bit of granularity gets lost. Also there are some things about ASL that doesn't translate into spoken English like bridge words such as 'is' or 'and'.

I only have a very basic understanding of signing, like first grade level if you want to think about it like that, but it is much harder to become fluent in signing than a spoken language because if you have hearing, you always have a backup.... also it has been learned, if someone is deaf or blind, that part of the brain which isn't being used for say audio will become extra processing power and strengthen the other senses.
