usajobs dot gov is a good resource also another is just look for mil-contractors looking for civilian resources as well some might require certain clearance levels but I did a contract for the IRS years ago and had no issue, they just to an extensive background and you get fingerprinted.

Most people avoided politics and religion which I think is good, but people could still discuss these subjects on occasion. You make a good point. I came to a related conclusion early in my career, but haven't really had the chance to implement it.
If you've ever tried to restructure a company or deal with a merger/acquisition on the IT/Operations side, it's a real nightmare. Takes a bunch of time and frustration and costs a lot. People are often the biggest obstacles.
I've often thought that a better approach is to take the best people from the old entity, get them a separate facility and let them build all new systems from scratch. Start small and work out the bugs, then gradually transition the business to the new entity and phase out the old.
It sounds like an expensive way to do it, but when you actually look at the organizational costs of a restructuring or merger - total actual costs and not the pie-in-the-sky stuff the MBAs present, I think it would cost less, be faster, and be almost infinitely more effective than the norm.

I say this as someone who works in the public sector, and I know for a fact that my education (a cv that sports the title of a local ivy league) is the biggest reason I got hired - or at least got a call back for an interview. Everyone that works there has a similar background, or knows someone, etc.
