He had to declare it an insurrection. The democrats self destructing their states was good for Trump. There is a separation of Federal powers and State/Local powers. Breaking that with military acting as "the force" to end all would be a mistake. When companies begin investing again it will be in business friendly states and locales. Inside the United States, it is entirely possible to see prosperity in free states, and Venezuela like failure in Democrat run states. In time the truth will be born out. People will gravitate toward freedom and prosperity, socialist "ideas" will die out a slow horrid death.
