Call me an optimist, but I dont think he'll need to. I think the vote margins will be so large that it will be impossible to steal, and that PA will be unnecessary to get him to 270. If MI, WI are obvious wins, and MN is close enough to be a squeaker, nobody's going to put much effort into ballot harvesting in Philadelphia.
