Win, lose, or draw (definitely win), there needs to be a reckoning for the behavior of the FBI and the IC at large. Here's a few points on how to hurt them. First, a leadership purge is necessary. The FBI needs a temporary director to declassify a lot of material with an aim at decompromising the FBI. This may mortally wound the FBI's reputation, but better it dies that way instead of continuing to be manipulated by bad actors into nakedly partisan activities. Next up is a reorganization. Many of it's duties can be accomplished by other agencies. Eliminate any redundant functions of the FBI with other agencies.

The FBI shouldn't have any role in cases involving public corruption, transnational criminal organizations, major white collar crime or cyber crimes. It's not only not very good at fulfilling it's responsibilities in these types of crimes, it actively engaged in obfuscation and disinformation efforts regarding them. There's a list of agencies already working on these issues, or they can be pushed up to the DOJ.

How do you hurt the IC without hurting the rest of us? Document dumps would be great, but we won't get much that's usable and Congress isn't ever going to getting around to hitting their funding or charters. I don't think it would matter at this point anyway. The CIA has apparently operated more like an international criminal syndicate than a government agency at different points in recent history. Who knows if cutting their budget would even work? Robert Barnes suggests pardoning people they hate, like Assange and Snowden. I don't think that's a terrible idea from the perspective of rubbing their nose in it, I don't know if it accomplishes all that much. If we're going to be doing spiteful stuff, the best option would be to ban applicants from Ivy League schools.

Stopped there. There's no good "rank and file" at the FBM, the entire apparatus needs to be nuked from orbit.

I don't disagree about the rank and file. Purging leadership is the only real option though. Rank and file are protected under civil servant legislation and there's a 100% chance that the courts will stop any action against them.

The real world is separated into things we want to, things we can accomplish, things we don't want to do and things we can't accomplish. Why waste your effort, and more importantly your limited amount of opportunity, on things you know will fail? In impossible situations you accomplish what you can and hope it opens up other opportunities.
