I think about 30 years ago they started this concept of a decision desk and they try to brag about how sophisticated and correct it is in every election. Every network does it.
They just read the same raw feeds we do from the SOS sites and compare it to prior elections. I literally called the election (in my mind) for Trump right after Kentucky which was the first or one of the first states to close and post their numbers in 2016. I saw Trump had massive positive margins compared to 2012 and 2008, even flipping blue counties. That trend held up all through the country EXCEPT in blue cities where Hillary had massively higher margins among blacks than Obama.
