No, i'm pretty sure we can throw California, Oregon, Washington, Illinois, and the entire North East above PA out the window. Lost causes. We might be able to sneak some red seats out of certain districts but besides that, not worth out time at the State level. They are getting what they voted for.
yeah, Obama proved that. He was charismatic as heck and I think a lot of normally conservative voters voted for him. He did nothing he campaigned on but he was charismatic and that's how he won. Twice.
That's terrible advice then. Fayetteville NC is the home of Fort Bragg, the largest military base in America. Not only does it have a massive active duty and veteran population, its one of the few places you can legitimately campaign in all 50 states for thanks to the military/overseas ballots. Fayetteville itself also tends to be pretty purple in its selection, going more blue state and local and more red nationally. Getting it more red overall is a big way to boost Red turnout statewide.
If we were able to wall off LA and San Francisco, California would be deep red. That's why I'm hoping for a Calexit; The great majority of California counties would immediately leave to form Jefferson.
The situation is similar in Washington and Oregon.
Let those states try to leave, and they'll find out just how small they are.

Lost cause implies that there is no reason to vote.
Let's not do that.
Treat every state like it is in play. Because technically, every state IS.
