Except that dirt they are filling in comes from somewhere. Before the government starts digging there are people standing on that land that are told they can’t be there, for the greater good.

Exactly. Native Americans are also a good example of the negative effects of a government hand out. Take hearty subsistence cultures, take away all that they lived off of, restrict them to a small area of land, and tell them they can only work in limited types of business. See what happens.
It doesn’t matter what race, culture, or religion, idle hands with enough cash don’t start working.
