I don't wear hearing aids anymore because I can't understand a thing that's being said. It's just basically static noise being sent into my ear, to the point where I can't decipher what it is. So why bother? I just toss my hearing aid out and I've been enjoying life this far without being able to hear.
As for your sister, it sounds like she went to a lousy school who don't really care about her. That's the sad state of education today for people with special needs: they don't care about you if you have special needs because they're after the money they get from the state.
I'm thankful for going to one of the best schools in the USA that actually care for people like me, otherwise, I'd be voting for Biden because I wouldn't be educated enough to decide for myself.
There are a lot of deaf people with average to poor education who are voting for Biden and there's like over 750,000 right now in America.
I obviously voted for Trump, probably a rare sight to see among the deaf community.

.... Why would they not be comfortable with reading? When I go to a foreign movie, I read the subtitles, I dont expect them to have a sign language interpreter to translate for me.

Because there are certain deaf people who received poor education, their ability to understand the English language is hard.
They rely on sign language to help them understand context better. This is another reason why a deaf person can bring an interpreter to the DMV (BMV or whatever) to take the test because they can't understand English properly. They'd have the interpreter sign the question as well as the answers (if it's multiple choice) out and the deaf person would answer on their sheet.
I know this should be concerning but deaf people rely on their eyes more than ears (obviously) so they see things better and understand the warning signs and such. I know one guy who is really bad at English, but his driving skills is impeccable. No moving violations or anything like that his entire life.
Another reason for this is because of the ADA law, the provider must provide reasonable accommodations that works well for both parties involved. This means if the pen-and-paper approach doesn't work, then the provider would need to go with what will work, which is usually a qualified sign language interpreter (usually American Sign Language). Seeing how C.C./subtitles isn't always perfect or delayed most of the time, the clear answer to this problem is using a qualified ASL interpreter.

Yeah... I don't get all the hate for the interpreters. Not all deaf people are comfortable with CC as well.
