Early and mail in votes will be counted first since they already have those in, so many of them will look pretty blue most likely. However, starting around 3:00pm, you will begin to see the red wave wash it all away!

From what I observed in the past, yes. Mail ins, but also city votes where a lot are electronic.
this may depend on the state, as from what I understand (although not first hand knowledge) some states count the mail-in ballots first, while some wait until the end.
I am sure dems will want to count them in the very last moment. To make early polling look very pro Trump to lull people into complacency. Fuck that, no complacency, go vote and drag two other people with you.
