A lot of Federal regulations are actually written that way. The double negative doesn't surprise me.
E.g., 21 USC Section 351 "No drug defined in an official compendium shall be deemed to be adulterated under this paragraph because it differs from the standard of strength, quality, or purity therefor set forth in such compendium, if its difference in strength, quality, or purity from such standard is plainly stated on its label."
You should see how Maryland tells you that you can buy a gun....they say you are "Not disapproved".
They are so petty they won't even say "Approved" to buy a gun, just that they have no legal basis to deny you.
It's sickening and disgusting.
