It's strange now for me to see trash bags by the curb like that, my county bought plastic covered cans on wheels about 5 years ago and it was a game changer. They are incredibly sturdy, there's never a mess, they are designed so a claw picks them up and dumps them in the truck so it's easier/faster/safer, and some pop up companies are going around with their own claw trucks that pick them up and pressure wash them out for a few dollars.

Problem is, this is Philly, some bum will steel an entire block of those cans and build a house out of them.
