Because these are the cities where the crime families have had the longest time to develop and take power on a long term basis. These cities have been the largest for the longest, with the most entrenched crime families, with their power lasting many many generations.

They are also the highest concentration of unemployment, government handouts and services. When you are getting a check, food, and home you vote for the guy who DOES NOT talk about sending you back to work and paying for things yourself.
