Yep, you pretty much nailed it. We saw this in play in 2018 in the NJ-03 Congressional race. Andy Kim and the Burlington County Democrats used that period to "find" ballots that were "accidentally" stored in a "previously undiscovered box" in a County Elections "warehouse". Oh yeah, I agree. If folks have ever worked a campaign on Election Day, they would know everything you said is spot on. The task for tomorrow morning and the next 3 weeks is to challenge and throw out every "new" ballot presented for tally.
I believe you just fine. What you described is fraud waiting to happen. I wonder if this is why NY is blue. I don't know how many States do it differently, but many do. I would hope most do.

It's not "finding" more absentee ballots where most cheating comes in, it's mail-in. And now, USPS.
Because of the additional steps in the process. It could still be done, just not as easily. And it opens the door of fraud to people not on the BOE.
