Is this saying geotus is up 110k votes or there are 110k votes in and geotus is leading by 0.46%?
It's saying as compared to 2016, republican registered voters are ahead of dem registered voters by net 110K. that's how someone explained it to me (or how I understood them).
You should be looking at a few things:
1st: look at D-R (gap). This is the number of Registered Democrat votes minus Registered Republican votes. If the number is negative then more Republican votes have been tallied than Democrats. Most people stop here.
2nd: Look under the Unaffiliated header for Difference D-R (estimated %). This is the estimated difference in Democrat vs Republican votes for Non-Party Affiliated voters. He currently is projecting 1.43% more of those votes going to Democrats and thus they have a 31k lead in the gap. Again, negative means more Republican votes. But since the estimate % is positive, the difference will be positive. The 2016 actual gap % for NPA was 1.56%.
Add the numbers from step one and two together. If positive, the Republican votes are ahead.
Keep in mind, this does not mean that Democrats are voting for Biden and Republicans are voting for Trump. That's an assumption. Votes won't be "opened" until the poll closes. But more Republican votes than Democrat votes is a damn good sign.
