That number is an estimate coming from someone who compiles county-level voting data at https://joeisdone.github.io/florida/

From what I understand, the estimates are based on turnout and comparisons with the 2016 data.

Difference between D vr. R voters, not actual votes. But not many R are going to vote Biden, so it looks like a relatively massive lead

Yea the dems all over twitter and reddit insist that there's going to be some massive portion of republicans voting for Biden. I don;t know any republicans voting Biden but a few Dems voting Trump and I'm in a heavy blue state.
