I'm not an expert in Virginian politics but I'm guessing Trump isn't far enough ahead in the counties reported to predictably win it. It's currently a projection based on who's reporting. So if he needed a 20% lead on those counties to predictably win and only got a 10% lead, that could be how they're calling it early for the Democrats.
Could be legit if all of the counties reporting are ones that he won last time, and he isn't doing as well in those areas as 2016. Or it could be gaslighting. It's gaslighting.
