Virginia always starts out looking good Red, but the deep blue counties in the NE (going towards D.C.) come in late and are notoriously strong, flipping even great starts. Since they know most of what the Reds will dish out, they're calling VA based on the expected Blue response that still remains.

If you add TargetSmart's estimated D vs R early vote numbers to what the Board of elections has posted so far (thru 8:38PM, 1948 of 2585 precincts) you get
1,737,166 - Biden
1,768,473 - Trump
with 310,379 early votes having unknown party affiliation.
Trump is leading, with a significant unknown in the early vote (310k).

And considering that all other early results trended STRONGLY Biden, this seems to be a good sign
