States get a min of 3 votes, and grows from there based on population. Most states are winner take all.

It's winner take all. Whoever wins a plurality of the votes in the state wins the whole state.

Districts only come into play in two small states - Maine and Nebraska.

Each district counts their votes and reports it to the Secretary of State. The SOS adds them all together
