Other pedes were saying that doesn't kick in until the compact has over 270 votes included (your quote states "and it would come into effect only when it would guarantee that outcome.[3][4]"), and even then, counting on leftists to hold up to their promises once it goes against their expected interests is never a wise bet.
They call blue states at 73% when red states have to run 90+% to get "counted". It's all to keep you glued to the feed

This won't take effect until they have 270 electoral votes in the NPVIC so in other words, this won't be happening anytime soon.

My math with current totals was 293 for Trump counting PA. So yes with out the Keystone State you would get a total of 273 and a Trump victory.
