Has anyone taken the NPVIC into account? Trump takes the popular vote (he's up by 2mil) he takes the whole ball of wax?
Here's the gist from Wikipedia: The National Popular Vote Interstate Compact (NPVIC) is an agreement among a group of U.S. states and the District of Columbia to award all their electoral votes to whichever presidential candidate wins the overall popular vote in the 50 states and the District of Columbia. The compact is designed to ensure that the candidate who receives the most votes nationwide is elected president, and it would come into effect only when it would guarantee that outcome.[3][4] As of October 2020, it has been adopted by fifteen states and the District of Columbia, although it is suspended in Colorado, awaiting the result of Proposition 113 in the general election in Colorado.[2]Including Colorado, these states have 196 electoral votes, which is 36% of the Electoral College and 73% of the 270 votes needed to give the compact legal force.
Other pedes were saying that doesn't kick in until the compact has over 270 votes included (your quote states "and it would come into effect only when it would guarantee that outcome.[3][4]"), and even then, counting on leftists to hold up to their promises once it goes against their expected interests is never a wise bet.

So Trump would be winning SUPER HARD? Would be gratifying to rub that in their vote-rigging faces
Or it could be the way the left steals it

This won't take effect until they have 270 electoral votes in the NPVIC so in other words, this won't be happening anytime soon.
